Justices were required to "ride circuit" and hold circuit court twice a year in their assigned judicial district. The act also divided the country into judicial districts, which were in turn organized into circuits. When in majority, the chief justice decides who writes the opinion of the court otherwise, the most senior justice in the majority assigns the task of writing the opinion.
